Converting Private Residential Streets to Publicly Maintained Streets

North Carolina General Statutes allow cities to create Municipal Service Districts.  A Municipal Service District (MSD) designation provides an equitable method for funding special improvements to public right-of-way areas because property owners share in the cost. The following neighborhoods are included in the Municipal Service District:

• Carpenter Park
• The Gables
• Huntington Park
• Kelton II
• Kelton Square

The MSD went into effect on July 1, 2013, at which point residents of the neighborhoods listed above were taxed at an additional rate on top of the ad valorem tax rate for the Town. The additional MSD tax rate is $0.10 per $100 in property valuation, which was approved with the budget adoption on June 25, 2013.

The Town has received final pavement structure assessment and recommendation reports from Geotechnologies Inc., and staff has generated preliminary cost estimates based on the consultant’s recommendations.  Additional sub-surface investigation is required to determine depths to utilities for which staff has received bids from contractors to perform the work. The work was completed at the end of 2013.  Staff has discussed the schedule and funding source options for the repairs.

Project Update

The Town of Morrisville has contracted with Daniels Inc. of Garner to perform paving, curb and gutter work, and sidewalk repairs on the public streets throughout the Carpenter Park Condominium community. The Town has given the contractor a notice to proceed, and we have been notified that they intend to start working on Tuesday, Sept. 3, in the Carpenter Park Townhome community.

The work will consist of two phases. Phase 1 will include concrete repair work (including curbs, gutters, and sidewalks) from Sept. 3-21 and take approximately 17 business days to complete. During this time, the
contractor will place orange cones and/or barricades at the areas where the repairs will take place. Residents
that park where the barricades or orange cones are should make alternative parking arrangements. Additionally, the concrete and pavement repair work is located intermittently throughout the site as indicated by orange cones, which may restrict drive isle and parking beginning at 7:30 a.m. Phase 2 will begin on or about Sept. 23, 2019, through Oct. 18, 2019. This work will consist of milling the existing asphalt and pavement and overlay. During this time, no parking will be permitted in the coned-off areas. All vehicles should be removed from the coned-off parking areas by 7:30 a.m. Any vehicle left in the way may be towed. Residents should expect some delays and inconveniences while active construction is occurring. Once the asphalt paving of the entire area is complete, striping and clean-up will occur. Additional days are included in the plan in the event that unforeseen issues are uncovered during construction or weather delays occur.
