In recent decades the Triangle region has experienced a high rate of growth in population, employment, and development. The confluence of economic and demographic conditions has created challenges for some households in the regional housing market. In 2019, the Town of Morrisville contracted with czb, a community planning and strategy firm, to complete an Affordable Housing Plan for the Town. The plan specifically assessed housing challenges in Morrisville and recommended actions that the Town could pursue to address them.
In April 2022, a contract was executed with HR&A Advisors to begin work on both a toolkit to incentivize the development of affordable housing and to explore options for a public employee housing choice program. This work is being divided into two phases.
Phase 1 of the project is now complete. During Phase 1 background research and analysis was conducted for both the toolkit and a potential public employee housing choice program. The consultant provided a suite of options that the Town could consider pursuing, including expected financial obligations for the Town. At the March 28, 2023 Town Council work session direction was provided to begin working on (1) drafting a public employee down payment assistance program, (2) drafting a regulatory incentives policy guide for affordable housing, and (3) exploring options for donating land to an affordable housing developer.
Phase 2 - In progress
Public Employee Housing Choice Program
Developing a program description & term sheet for a pilot program. Based on feedback at the January 2024 Town Council retreat no further action is planned to implement a public employee down payment assistance programs however, there was interest to revisit rental assistance option. Town Council directed staff at their March 12, 2024 work session to proceed with a monthly rental assistance program and rental deposit assistance program.
Next Steps: Program funding options will be explored during the FY25 budget process. The final FY25 budget is expected to be adopted by June 2024. Further development of a rental assistance program is not expected to occur until program funding has been confirmed and allocated in the FY25 budget.
Donate Land for Affordable Homeownership
Exploring options for donating land to an affordable housing developer or non-profit including identifying suitable sites and processes for donating land.
Next Steps: A work session has been scheduled for May 16, 2024 to continue discussion of a potential affordable housing project with Habitat for Humanity on Town-owned property at 101-105 Church Street.

Development Incentives Policy
On August 22, 2023 the Morrisville Town Council approved Resolution 2023-316-0, adopting an affordable housing development incentive policy for multi-family and single-family development. Access the policy and learn more here.
