Welcome to the Town’s Transit Oriented Development (TOD) webpage which provides an overview of TOD Planning efforts, how TOD fits into larger ’21 Land Use Plan Implementation, as well as meeting dates and future steps.
Planning for a Morrisville Transit Oriented Development district is part of an overall project to implement the Town’s 2021 Land Use Plan. The overall plan implementation project has been divided into 3 phases, with phases I and II focusing on visioning and the creation of the Transit Oriented Development and Zoning Plan. The plan is a subarea plan for the Town’s TOD zoning district (~180 acres), establishing the Town’s vision for development within the district, and if adopted, will amend the 2021 Land Use Plan. While most zoning districts do not include a specialized subarea plan, the TOD is unique in that is designed to prioritize multimodal transportation options and encourage the use of transit options, thus a specialized subarea plan is considered necessary. The plan is being designed in cooperation with the Town’s regional transit partners.
If the Transit Oriented Development and Zoning Plan is adopted, the Town will then draft text amendments to the Unified Development Ordinance (UDO), establishing development and design standards for the TOD zoning district that match the vision as established in the subarea plan. Whereas the Transit Oriented Development and Zoning Plan is an amendment to the Land Use Plan and establishes the Town’s vision for development(s), amendments to the UDO are regulatory and legally binding. The Town will conduct outreach and public hearings prior to adopting amendments to the UDO.
Phase III of the overall plan implementation project will focus on the Unified Development Ordinance’s standards and how to better align them with the vision and goals established in the updated Land Use Plan. Targeted zoning map amendments will also occur. This phase is expected to kick off in early 2024.

Church Street Study
Kicked off
The Town has consulted with the engineering firm Kimley-Horn to review the projected traffic loads from development in a future TOD zoning district. The consultant will provide the Town will options for potential road widening and suggestions for improved traffic flow. Town Council will continue the review of the TOD Development and Zoning Plan after the completion of the Church Street Study.
